Village Fiscal Calendar

Annual Calendar #

Month-by-month deadlines for village fiscal officers. Dates are based on ORC requirements. Confirm with your county auditor for local variations.

January

  • Fiscal year begins January 1.
  • Certificate of year-end balances due January 30 ORC 5705.36.
  • Temporary appropriation resolution if permanent appropriations not yet adopted ORC 5705.38(A).
  • W-2 distribution due January 31.
  • 1099 distribution due January 31.
  • Organizational meeting in odd-numbered years. Elect president pro tempore ORC 731.10.
  • Fourth-quarter tax filings from the prior year.

February

  • Annual financial report preparation.
  • OPERS annual reconciliation.
  • Municipal income tax returns begin arriving.

March

  • Annual Financial Report due to AOS by March 1 for non-GAAP entities (Hinkle System) ORC 117.38.
  • Permanent appropriation ordinance should be adopted.
  • First-quarter payroll tax filings due.

April

  • April 1 is the hard deadline for permanent appropriations if temporary appropriations were used ORC 5705.38(A).
  • Review spending against appropriations.
  • Second-quarter payroll tax filings.

May

  • Primary election in odd-numbered years.
  • Review insurance coverage.

June

  • Mid-year financial review.
  • Begin preparing next year's tax budget.

July

  • Tax budget due. Council adopts by July 15 ORC 5705.28. Filed with county auditor by July 20 ORC 5705.30.
  • Third-quarter payroll tax prep.
  • Workers' comp true-up.

August

  • County budget commission meets (first Monday) ORC 5705.27. Reviews tax budgets. Must complete by September 1.

September

  • Budget commission issues certificate of estimated resources.
  • County auditor certifies tax rates.
  • Begin planning next year's appropriations.

October

  • Resolution accepting amounts and rates due to county auditor by October 1 ORC 5705.34-5705.35.
  • Begin drafting appropriation ordinance.

November

  • General election in odd-numbered years.
  • Transition materials for outgoing officials.
  • Year-end financial planning.

December

  • Final appropriation amendments.
  • Year-end close. Reconcile accounts, verify fund balances, post all receipts and expenditures.
  • Encumber outstanding purchase orders.
  • Prepare for W-2 and 1099 processing.
  • Council may pass temporary appropriation for January.

Recurring Monthly

  • Bank reconciliation.
  • Fund balance review and report to council.
  • OPERS contribution remittance.
  • Payroll processing.

Recurring Quarterly

  • Federal payroll tax filings (Form 941).
  • State withholding tax filings.
  • OPERS quarterly reconciliation.

Recurring As Needed

  • Supplemental appropriations.
  • Amended certificates.
  • Interfund transfers.
  • Bond issuance and retirement.
  • Grant applications and reporting.
